MetroWest Housing Coalition Meets with Representative Priscila Sousa to Advance Housing Stability and Immigrant Rights

In late June, the MetroWest Housing Coalition (MWHC) welcomed Representative Priscila Sousa to its new office on Grant Street in Framingham for a meaningful discussion about housing insecurity, homelessness prevention, and the challenges facing immigrant families across the region.

During the meeting, Coalition members shared their personal experiences navigating housing instability while also highlighting broader trends affecting residents in Framingham and communities throughout Massachusetts. The conversation focused on several critical housing programs currently under debate at the State House, including rent stabilization efforts, HomeBASE, and Residential Assistance for Families in Transition (RAFT).

By sharing their lived experiences, Coalition members demonstrated that these programs are far more than policy proposals or budget line items. For many families, they are essential homelessness prevention tools that provide stability during times of crisis and help keep residents safely housed.

The Coalition was also joined by partners from the Massachusetts Immigrant and Refugee Advocacy (MIRA) Coalition, creating an opportunity to explore the strong connection between immigrant rights and the ongoing housing crisis. Together, participants discussed the challenges many immigrant households face in securing and maintaining housing, including discriminatory and exploitative practices that disproportionately affect vulnerable tenants.

Members shared concerns about excessive rent increases, unresolved health and safety issues, housing conditions affected by infestations, and reports of tenants being asked to pay additional fees to obtain a co-signature required for a RAFT application. These stories underscored the ways in which housing instability and immigrant vulnerability often intersect.

Reflecting the diversity of both the Coalition and the communities it serves, the meeting was conducted in Spanish, Portuguese, and English. This multilingual approach ensured that every participant had an opportunity to share their story, contribute to the discussion, and engage directly with elected leaders.

The meeting concluded with a meaningful commitment from Representative Sousa, who pledged to co-sponsor H.1469, An Act Promoting Housing Stability for Families by Strengthening the HomeBASE Program. The legislation seeks to strengthen a critical resource that helps families avoid homelessness and maintain long-term housing stability.

The Coalition is also reviewing four additional housing-related bills sponsored by Representative Sousa. These proposals will be introduced to Coalition members as part of the organization’s process for establishing legislative priorities for the next session.

Looking ahead, MWHC plans to continue collaborating with Representative Sousa and MIRA to explore the development of new legislation that addresses the overlapping challenges of housing instability and immigrant vulnerability. Coalition conveners believe that effective solutions must recognize the realities facing families who are struggling not only to find affordable housing, but also to navigate barriers related to language, immigration status, and access to resources.

As the housing crisis continues to impact communities across the Commonwealth, the MetroWest Housing Coalition remains committed to ensuring that working people, immigrants, and people of color have a seat at the table when housing policy is developed.
